LSC Press Release Number – 119
Reform National Institutions to Improve Efficiency, Transparency and Independence.
Harare, Zimbabwe., December 17, 2019
The Local Solutions Council (LSC) is calling for the Independence of National Institutions in Zimbabwe from political meddling. This comes hard on the heels of Marry Mubaiwa Chiwenga becoming the latest victim of selective application of the law anchored on compromised national institutions.
The Local Solutions Council (LSC) notes a disturbing trend in which national institutions such as the Zimbabwe Anti-Corruption Commission (ZACC) are being used to settle political and personal scores. In a country such as Zimbabwe reeling from decades of endemic corruption, an institution like ZACC must be fully independent if it is to serve its purpose of fighting corruption.
Moreover, the Local Solutions Council (LSC) has observed ZACC being silent about corruption allegations levelled against some big wigs in Government but being active when similar allegations are levelled against those that have fallen out of favour with the Mnangagwa Administration.
Consequently; as Zimbabwe’s leading Think Tank, we believe the nation needs to take the following steps to address the corruption scourge ravaging our nation:
- Reform key national institutions such Police, Prisons, Judiciary and Legislature.
- Set up national institutions reporting to Parliament.
- Permit national institutions to investigate independently.
- Once a case is established, permit independent judicial process for suspects.
- If suspects are found guilty, they must serve their full sentences.
The Local Solutions Council (LSC) concludes that without reforms which anchors national institutions on the path to transparency, accountability and independence, endemic corruption will not end in Zimbabwe. Therefore; the Local Solutions Council (LSC) calls for the Independence of National Institutions in Zimbabwe.
